1,000 years ago, Queen Serenity ruled the Moon Kingdom and an alliance of planets. It was a time called the Silver Millennium. Princess Serenity of the Moon and Prince Endymion of Earth were lovers. One day, it was all destroyed by Queen Beryl and Metallia. The Queen defeated her enemies, but not before losing her life by expending the power of the ginzuishou (Silver Empyreal Crystal). The Prince, the Princess, and her court were all sent ahead to the future, where they were reincarnated as Sailor Senshi. A good time period in which to set stories, as you can make most of it up.
